UN Women hiring a national consultant

The United Nations Entity for Gender Equality and the Advancement of Women (UN Women) is hiring a national consultant to provide support for a national consultation with stakeholders in China at the end of March.  The timeframe of the consultancy is approximately 2 months, tentatively from 17 February to 15 April 2011.  Remuneration will be commensurate with experience. I.  BACKGROUND

In July 2010, the United Nations General Assembly established UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, to accelerate progress in promoting gender equality, expanding opportunity and tackling discrimination worldwide.

The adoption of the GA resolution formally established UN Women as a new legal entity, consolidating:

·        OSAGI – Office of the Special Advisor to the Secretary General on Gender Issues

·        INSTRAW – UN International Research and Training Institute for the Advancement of Women

·        UNIFEM -  UN Development Fund for Women, and

·        DAW – Division for the Advancement of Women in the UN Secretariat.

UN Women will be a strong and dynamic UN champion of women’s rights, providing a powerful voice for women and girls at the global, regional and local levels. The formation of UN Women also strengthens the UN’s ability to provide coherent and timely support to Member States to advance gender equality, in line with national priorities and international norms and policies. It also strengthens effective partnerships with civil society.

The key functions of UN Women are as follows[1]:

·        Support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards, norms, and, monitor and report on system-wide compliance with inter-governmental mandates on gender balance;

·        Help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it and to forge effective partnerships with civil society;

·         Support national efforts to promote and enhance gender equality and women’s empowerment through innovative and catalytic country driven programming working with UN Country Teams (UNCTs), in line with national priorities;

·        Undertake new, and consolidate existing research and analytical work to support overall objectives and act as the hub/centre of knowledge and experience on gender equality and women’s empowerment  from all parts of the UN system;

·        Lead and coordinate UN  system strategies, policies and actions on gender equality and women’s empowerment to promote effective system wide gender mainstreaming;

·        Strengthen the accountability of the UN system, including through oversight, monitoring and reporting on system wide performance on gender equality.

In order to carry out the above functions effectively, UN Women in East and Southeast Asia will engage in consultations with a broad range of stakeholders (governments, civil society, UN and development partners, and others) in the Region to concretely identify the priorities and needs for UN Women to address in the region. Consultations will be organized at the regional level as well as in the eight countries in which UN Women currently operates – Cambodia, China, Indonesia, Lao PDR, Thailand, the Philippines, Timor-Leste and Viet Nam. Inputs from stakeholders will contribute towards the development of UN Women’s first Strategic Plan for 2011-2013 to be presented to the Executive Board in June 2011, and more importantly, the regional and national level strategies of UN Women in East and Southeast Asia. It will also provide the opportunity for UN Women to reach out to new partners and establish a mechanism for on-going dialogue with stakeholders. 

 

II.  SCOPE OF WORK AND SPECIFIC TASKS

UN Women China Office requires the service of a national (Chinese) consultant to facilitate the stakeholders consultation process at national level for UN Women. The consultation is expected to be held on the 24-25 March 2011 (tentative) in Beijing.

The consultant will work under the immediate supervision of Country Programme Manager, UN Women, China. Specific tasks of the consultant include the following:

a)      Translation of concept note, invitation letter and agenda for UN Women National

Consultation from English into Chinese (Mandarin).

b)      Provide logistics and administrative assistance in organizing the consultation meeting. The tasks include inviting participants, preparing meeting documents and materials, making travel arrangement for participants, taking minutes of the meeting and assisting in facilitating the consultation.

c)      Prepare a meeting report in Chinese and in English.

 

III. EXPECTED DELIVERABLES

·        Concept Note, Invitation Letter and Tentative Agenda for UN Women National Consultation in China in Chinese (by 24 February 2011)

·        Draft meeting report (28 March 2011)

·        Final meeting report in Chinese with English translation (by 1 April 2011)

 

IV.  DURATION OF ASSIGNMENT:  a total of  2 months  (tentative period: 17 February 2011 – 15 April 2011)

 

V.  QUALIFICATIONS :

The consultant should meet the following qualifications:

o       Bachelor’s degree in Social Science or any other related field.

o       At least 5 years of experience in meeting organization for UN agencies or international NGOs at regional or national level.

o       Familiar with the issues of gender equality and women’s empowerment.

o       Familiar with the UN and the UN inter-agency collaboration in the field of gender and development is an asset.

o       Excellent communication, interpersonal and liaison skills.

o       Fluency in English both oral and written.

o       Excellent Chinese communication skills, both oral and written.
